Recommends passage with amendments of S. 2902, the Western Water Supply and Planning Enhancement Act of 2016, to amend the Consolidated and Further Continuing Appropriations Act, 2015 to revise water resources management in the Colorado River Basin region to provide drought relief and improve water security for western States.
Recommends passage, with an amendment in the nature of a substitute, of H.R. 910, the Energy Tax Prevention Act of 2011, to amend the Clean Air Act (CAA) to prohibit EPA from promulgating any regulation regarding greenhouse gas emissions to address global climate change. Includes provisions to repeal existing CAA greenhouse gas climate change rules and programs, and to eliminate Federal requirements for States to regulate greenhouse gases from stationary sources under certain CAA programs.
Recommends passage of S. 1733, the Clean Energy Jobs and American Power Act, to amend the Clean Air Act and three other acts to promote renewable energy sources use and energy efficiency measures across all economic sectors, to place limits on emissions of heat-trapping pollutants, and to protect U.S. consumers and industry and promote green jobs during transition to a clean energy economy.
Recommends passage with amendments of S. 2355, the Climate Change Adaptation Act, to amend the National Climate Program Act and the Coastal Zone Management Act of 1972 to enhance the ability of the U.S. to develop and implement climate change adaptation programs and policies.
Recommends passage with an amendment of S. 2191, the America's Climate Security Act of 2007, to amend the Safe Drinking Water Act, the Clean Air Act, and the Energy Conservation and Production Act to direct EPA to establish a "cap-and-trade" program that sets a mandatory cap on air pollutant emissions and provides companies with economic incentives to reach that cap at the lowest possible costs in order to reduce greenhouse gas (GHG) emissions.
