What is Legislative Insight?

ProQuest Legislative Insight is a Federal legislative history service that makes available thoroughly researched compilations of digital full text publications created by Congress during the process leading up to the enactment of U.S. Public Laws.


The following document types may be included in a legislative history:  bills, reports, documents, hearings CRS reports, committee prints, Congressional Record sections), Presidential Signing Statements, and Statutes.


Legislative Insight includes only documents related to the passage of a law, so hearings, reports, bills, etc., that are not part of a legislative history are not included in this data base.  For those other materials, please use ProQuest Congressional

What content is available?

To see the laws that have been loaded for your subscription/purchase, check the left side of the home page for a list of Congresses with the number of legislative histories loaded for each Congress, in order.  Click on the Congress and a screen will open listing the available legislative histories by their number and their Popular Name or Short title/description.

You can find a legislative history several ways:

  • Browse by Congress and by number in each Congress using the list on the left of the home page;
  • Enter one of the known citations for the law into the "Citation Checker"- the Public Law number, the Statutes at Large citation or the enacted Bill number;
  • Type the Popular Name or descriptive terms into the Search box on the home screen to search for matching enactments or amendments;
  • Click on the Popular Name table link below the Search Box to open and browse the list;
  • Search using a Title and Section number of the US Code to find the public law that enacted or amended it, example: 18 NEAR/3 879, or "42 USCS 2000e".
